Job Summary

The Senior Manager of Evaluation and Community Impact contributes to building a culture of evaluation focused on community impact grounded in evidence-based approaches to achieve greater engagement, accountability, transparency, and learning. Through the technical excellence and efficacy of monitoring, evaluation and learning (MEL) approaches, effective knowledge mobilization, and data management, the. bv purpose is to monitor and better understand the extent to which Federation and the community Impact Partners are significantly contributing to impact in the Jewish community of Montreal according to the three strategic impact priorities outlined in Federation CJAs new Strategic Plan (2021-25). With quality technical and relational skills, the Senior Manager of MEL contributes to a strong team culture though collaboration and communication to achieve goals.

Duties

• Manages the monitoring, evaluation and strategic learning processes with impact partners and internally-facing with Federation CJA community programs
• Ensures technical excellence and efficacy of MEL approaches.
• Designs and implements MEL strategies aimed at achieving systems change as per Federation CJA’s new Strategic Plan (2021-25)
• Provides technical support and coaching on MEL process and practice to community Impact Partners.
• Manages and builds new relationships with Impact Partners using stakeholder-engaged evaluation practices
• Develops and manages implementation of a continuous measurement plan of the new investment cycle and monitoring system that aligns with Strategic Plan.
• Knowledge and data management: communicating information internally and with Impact Partners.
• Supports Impact Partners evaluation planning to understand the alignment of Impact Partner investments with Federation CJAs Theory of Impact and the Results Framework
• Provide FCJA departments with capacity for MEL in such areas as coaching and technical support towards the design and management of evaluation projects from: evaluation planning and data collection to analysis, reporting and learning.
• Manages the implementation of a Federation CJA-wide evaluation strategy
• Support the development of Federation CJA ethical standards of MEL practice and informed consent mechanisms and process.
• Manage budget and all related reporting for project MEL activities with supervision from Chief Strategy and Impact Officer.
• Ensure that Federation CJA is represented at relevant MEL tables, forums, events, conferences and other platforms for learning and sharing lessons and knowledge (e.g., other Federations, Evaluation Associations, etc.)

Education, Knowledge and Skills

• A minimum of 5 years relevant experience designing and implementing MEL activities and plans, with progressively increasing levels of responsibility in community-based projects
• A BA or MA in evaluation, education, public administration, social sciences or the approved equivalent of evaluation experience and education.
• Demonstrated experience in collaborative community development.
• Experience managing and implementing community-based evaluation processes.
• Strong experience with participatory approaches to evaluation and community development
• Proven knowledge of outcome and impact evaluations processes in the community development, non-profit sector
• Strong familiarity with Jewish Community of Montreal context a definite asset
• Proven track record of working effectively with multiple teams and building external relationships with partners in the community setting.
• Demonstrated capacity for understanding and working within complex, diverse, and inclusive community contexts.
• Experience working in contexts with diverse backgrounds, ethnicities, cultures, and identities
• Strong project management skills, detail-oriented, including strong analytical skills and demonstrated process and result driven approach.
• Excellent communication, writing and presentation skills, in both English and French.
