Job Summary

The Director Monitoring, Evaluation, and Learning (MEL) contributes directly and strategically to strengthening engagement, accountability, transparency and learning through overall technical excellence and efficacy of MEL approaches, effective knowledge mobilization and data management. The goal is to build a culture of MEL grounded in evidence-based strategies within Federation’s landscape that leads to better understanding of how Federation and the community Impact Partners are significantly contributing to impact in the Jewish community of Montreal according to the three strategic impact priorities outlined in Federation CJAs new Strategic Plan (2021-25). An astute leader with both technical and relational skills, the MEL Director fosters a strong team culture though collaboration and communication to achieve goals.


• Responsible for ensuring overall technical excellence and efficacy of MEL approaches which includes but is not limited to overseeing the monitoring, evaluation and strategic learning processes with impact partners and internally-facing with Federation CJA community programs
• Facilitate, design, and implement monitoring, evaluation and learning strategies aimed at achieving systems change as per Federation CJA’s new Strategic Plan (2021-25) and provide technical support to community Impact Partners.
• Design, introduce, and advance partnerships and stakeholder-engaged practices within a community-based evaluation context, supporting the review of evidence to inform program strategies and decision-making and help to build a culture of adaptive learning
• Support and contribute to the development of flexible, adaptable, and user-friendly measurements, learning, and knowledge management mechanisms, tools and practices.
• Develop and manage the Continuous Measurement plan and technical approach to the new investment cycle and monitoring system that aligns with Strategic Plan.
• Develop procedures for collecting, storing and reporting indicators, establishing baselines, measuring changes in status, and assessing overall impact of project results.
• Support project teams to design and undertake appropriate and insightful outcome and impact evaluations and assessments.
• Organize and oversee knowledge and data management, sharing and synthesis internally and with partners through data management systems development.
• Ensure alignment of impact partner investments with Federation CJAs Theory of Impact and the Results Framework
• Build a learning plan focused on strengthening capacity internally and with community partners
• Develop and implement processes and create mechanisms for cross-department collaboration on monitoring and evaluation
• Build, direct and develop a small but diverse team of MEL professionals, leveraging skills and experiences of, and encouraging continuous learning and improvement within Federation CJA and among impact partners in the community.
• Provide FCJA departments with capacity for MEL in such areas as coaching and technical support towards the design and management of evaluation projects from: evaluation planning and data collection to analysis, reporting and learning.
• Support the development of Federation CJA ethical standards of MEL practice and informed consent mechanisms and process.
• Manage budget and all related reporting for project MEL activities.
• Ensure that Federation CJA is represented at relevant MEL tables, forums, events, conferences and other platforms for learning and sharing lessons and knowledge (e.g., other Federations, Evaluation Associations, etc.)

Education, Knowledge and Skills

• A graduate degree in evaluation, education, public administration, social sciences or the approved equivalent of evaluation experience and education.
• A minimum of 10 years relevant experience designing and implementing MEL activities and plans, with progressively increasing levels of responsibility in community-based projects
• Demonstrated leadership experience in collaborative community development.
• Extensive experience developing impact monitoring and evaluation processes, indicators and supporting teams to monitor and document performance.
• Strong experience with participatory approaches to evaluation and community development
• Proven knowledge designing and conducting outcome and impact evaluations related to philanthropic support for social service delivery, strengthening identity and culture, overall systems strengthening, policy, advocacy, or related programs.
• Strong familiarity with Jewish Community of Montreal context a definite asset
• Experience managing and mentoring staff with diverse backgrounds, values, and cultures.
• Proven track record of working effectively with multiple teams and building external relationships with partners in the community setting.
• Demonstrated capacity for understanding and working within complex, diverse, and inclusive community contexts.
• Strong project management skills, including strong analytical skills and demonstrated process and result driven approach.
• Excellent communication, writing and presentation skills, in both English and French.
